The Challenge: Limit search scope to a defined set of libraries and lists
Many organizations struggle with providing easy, intuitive search access to documents, files, and list data related to a specific subject or function that is physically located across the Office 365 tenant. The concept of a "Resource Center" for specific subjects areas like Policies, Procedures, Regulations, Legal, Client/Accounts,, Product Specs, etc. has been shown to increase staff productivity and drive compliance. However, it is nearly impossible to setup a resource center site page with one or more scoped searches that allow users to easily find what they need.
Out-of-the-box Office 365 Search is to wide (across tenant, Hubs, Sites) and risks exposing permissions holes. It is possible to scope the standard searches, but requires complex setup.

Challenge: How to provide a limited scope resource search through a web part on a site page
The Solution: SP Targeted Search
The Targeted Search webpart is a SPFx webpart which allows you to add a search to any SharePoint Page or Team which limits the scope of the search to only those document libraries or lists you have configured to be searched. The libraries or lists can be from anywhere in your Office 365 Tenant. One or more webparts can be added to a site page, each with a different scope configuration. With the webpart you can design various subject matter Resource Centers.
The example below is Doc Central a part of an Intranet or Employee Hub site which provides access and search across employee facing documents or files from various departments. It also provides a consolidates Policy documents from different departments into a central Policy Search.

SP Targeted Search: How it works
The Targeted Search webpart is easy to configure and setup. The Webpart is added to the App Catalog in SharePoint or as an App in Teams. When it is added as an App in SharePoint, it also provisions the Search Configuration List (SharePoint List). This list is used to identify the libraries or lists which will be included in the scope of the search groups. You are now ready to add the web part to a site page, and identify which search group the webpart will target.
Its important to note that all goverance or permissions applied to the targeted libraries are followed, so if a user conducts a search, it will not present content that the user is not permitted to access.
The webpart settings allows you to select the scope, how the results will be displayed (card, list etc) and can limit the number of results.
